Standing Rules

  1. The president shall appoint a committee at the May Executive Board meeting to approve the minutes of the last board meeting.
  2. The president shall appoint a committee at the general meetings to approve the minutes of the last general meeting.
  3. This PTA shall pay the registration fees of the newly elected and appointed board members to attend the district meetings.
  4. As funds permit, this PTA shall pay the expenses of the Executive Board and committee chairmen to the Texas PTA Convention and Summer Leadership Seminar in the following order:

a.  President
b.  1 st Vice President
c.  2 nd Vice President
d.  3 rd Vice President
e.  Secretary
f.  Treasurer
g.  Any standing committee chairman; and
h.  Any special committee chairman.

The expenses to be paid will be registration fee, lodging, gasoline for one vehicle per four members in attendance, and meals (not exceed $30.00 per person per day). Receipts are required and must be submitted to the treasurer for reimbursement.

  1. This PTA shall purchase eight tickets for the Council Founders' Day function for the following persons: President, Vice Presidents, School Principal and delegates chosen by the Executive Board.

  2. Standing Committees are comprised of committees whose duties take place at least 50% of the school year. These committees include, but are not limited to, the Arts and Education, Dolphin Dispatch, Staff Appreciation, and Yearbook.

  3. Special Committees are comprised of committees whose duties only take place at a one-time event. These committees include, but are not limited to, the Bike Rodeo, Winter Social, Directory, T-shirts and Fifth Grade Promotion.

  4. The Benevolence Committee, consisting of the Secretary and two volunteers from the Executive Board, shall make all decisions concerning condolences and memorials. Memorials will not exceed $25.00.

  5. Each fiscal year, the Executive Board will allocate $2000 for the following year's Executive Board's immediate operational expenses.

  6. On May 1, the Executive Board shall consolidate all non-obligated funds and review special requests for possible funding.

  7. A Faculty Enrichment Fund shall be used for faculty for professional or classroom enrichment. A maximum of $50.00 per individual per fiscal year may be granted, pending availability of funds. Requests for reimbursement from this fund are submitted to the Principal and the Executive Board for approval. Request for reimbursement should be submitted by May 15 th of each fiscal year.

  8. Bonding and Insurance shall be purchased annually by the PTA to cover:
  1. If a check is returned for non-sufficient funds, the writer shall be responsible for the original amount of the check plus bank charges.

  2. Executive Board members shall not expect privileges or rights that are not due any other parent or taxpayer in the school district.

  3. Executive Board members shall not speak to school district personnel or media as representing the local PTA unit unless authorized to do so by the Executive Board or the general membership.

These standing rules may be adopted, amended or suspended by a two-thirds (2/3) vote of the members present at the regular business meeting without prior notice.
