The Texas English Language Proficiency Assessment System (TELPAS) was developed by TEA to gauge the listening, speaking, reading, and writing levels of Limited English Proficient students.  These levels of proficiency are intended to assist classroom teachers with instruction of and the academic success of  limited English proficency students in their classrooms.
