What is District Optimization?
District Optimization is a strategic, districtwide planning process Northside ISD is using to ensure schools, facilities, staffing, and programs are aligned to best serve students—now and in the future. The goal is to support strong academic outcomes, responsible use of resources, and long-term sustainability.
This process does not begin with predetermined outcomes. Instead, it brings together district data, financial realities, and community priorities to explore options and develop recommendations for Board consideration. District Optimization allows Northside ISD to respond thoughtfully and proactively—using a transparent, student-centered approach to plan for the future of the entire district.
Northside ISD has long engaged in enrollment monitoring and long-range planning. This formal District Optimization process builds on that work by creating a transparent, comprehensive framework to guide districtwide decision-making.

Priority Framework
A core part of the District Optimization process is the development of a Priority Framework. The Priority Framework establishes the key values and criteria the district will use to consider programs, and potential draft scenarios.

The Priority Framework is a set of board-approved priorities that reflect what matters most to Northside ISD and its community. These priorities create a shared definition of success and help ensure decisions are made consistently and objectively across the district.
Once approved by the Board of Trustees, the priorities will be used to:
- Develop school profiles for every campus
- Analyze how well current conditions align with district priorities
- Guide the development of draft optimization scenarios
- Evaluate tradeoffs and impacts across the district
- Support clear, data-informed conversations with the community
The priorities do not label schools as “good” or “bad.” Instead, they provide a common lens for understanding strengths, challenges, and opportunities across Northside ISD.
Grounding decisions in an agreed-upon framework increases transparency and trust while reducing subjectivity in complex choices. This approach ensures community values are reflected in long-term planning and keeps the focus on improving outcomes for all students districtwide.

How the Process Works
Winter 2026
Significant stakeholder engagement will take place, and District Optimization priorities will be submitted to the Board for approval
Spring 2026
School profiles will be developed for every campus and shared widely with the school and broader community
Fall 2026
Draft scenarios will be developed and presented to the board and community for feedback.
Late Fall 2026/Winter 2027
After revisions, the board will vote on the recommendations, and implementation will start.
